Post Graduate Diploma in Geospatial Technology Applications in Rural Development (PGDGARD)

In view of rapid changes in communication and technology and increasing need of massive trained manpower in rural development, NIRD has established a Distance Education Cell. The Cell is mandated to initiate a number of programmes for capacity building of development personnel of Governmental Organisations, elected representatives and educated youth to function as change managers.

A GIS application in rural development is thought to comprise of all information of rural areas in a comprehensive manner, present, past and probable future scenarios, for empowering people at local level through planning, implementation, monitoring and evaluation of rural development projects.

GIS will be an affordable tool in the e-governance, it would also be possible to implement G-Governance (GIS Governance) at all levels, anytime, anyplace, making information flow and decision making a real time dynamic process ensuring total participation and involvement of local people. The Post Graduate Diploma in Geospatial Technology Applications in Rural Development (PGD-GARD) Programme is designed for Development Functionaries from all sectors directly concerned with planning and implementation of Projects and Programmes for Rural Development viz. Sectoral Activities like Education, Health, Forestry, Agriculture, Engineering, Roads, Infrastructure, ICT, Irrigation, Drinking Water, Disaster Management, Planning, Monitoring, Fishing, Animal Husbandry and the like. The officials working in India and Overseas as Managers of Rural Development Programmes/ Projects Finance by World Bank, UNDP, FAO, IFAD and various other International organizations. The One year Post Graduate Diploma Programme in Geospatial Technology Applications in Rural Development (PGD-GARD) in Distance Mode is being offered by NIRD and PR commencing from August 2015.

Objectives

The Programme would broadly cover the tools and application techniques of GIS, Remote Sensing, GPS and details of related software and data products specific to spatial data mining, planning, monitoring, decision making and modelling of various programmes and projects in rural development sector. The operating methodologies would be taught and various inbuilt features would be covered, so as to aim at them to use in Geospatial technology in local level planning and decision making.

The PGD-GARD Programme aims at the following:

  • To expose the Geospatial Technology
  • To expose various application potential of Geospatial technology
  • To give a Hands-on experience to various processes of Geospatial technology
  • To familiarize the Geospatial technology related Software, tools, technology and applications in Rural Development

Admissions

The candidates selected for admission will be intimated by post individually. The list of selected candidates will also be displayed on the notice board at the Distance Education Cell, CGARD and the institute’s website (www.nird.org.in). Only those, who pay the fee within the stipulated date, are treated as admitted. Mere receipt of admission offer letter does not entitle any right to claim admission. Students, who do not furnish full information and proof by attaching attested (by a Notary/ Gazetted Officer or a person holding equivalent rank), Xerox/Photo copies of documents Academic Certificates, Mark Sheets and Service Certificates (clearly showing the number of years of service and the field of work) about their Academic Professional Records are liable to be rejected. Irrespective of the claims made by an applicant on the application form, marks weightage would be given only on the basis of Certificates and Transcripts that are attested. Any document sent separately after submission of the application, will not be considered. Verification of all the Original Certificates / Marks Memos / Experience Certificates will be done at the time of contact cum handholding Session at designated Contact Centers. The students are therefore required to bring their Original Certificates when they attend Contact cum Handholding Classes. Students will be permitted to attend Contact cum Handholding Session only after this verification. Until then, their Admission will be Provisional.

Eligibility

Graduates in any discipline from a recognised University. Those who are in the final year and expect to complete all the requirements of graduation before enrolment date are also eligible.

Duration :

One year (Semester System), maximum three years (Registration is valid for 3 years from the year of enrollment)

Admission of Sponsored Candidates

The Government Departments / Organisations / Institutions / NGOs/ International Organisations etc may sponsor their officials for admission to his programme by duly forwarding their applications and paying full Programme Fee for their admitted candidates.

Programme Fee

Admitted students will deposit Rs 12,000/-(Rs 10,000/- for SC /ST /PH) in two equal installments at the commencement of each Semester. The Sponsoring Organisations, however, have to deposit full fee at the time of registration of their candidate(s). Fee once paid will not be returned under any circumstances.

Fee for NRIs/Foreign Students: US $ 800

Course Structure

The Programme will be offered in two semesters and have 34 credits. First semester has 18 credits and second semester has 16 credits. One credit is equal to 30 hours of study. The learning material for each course has been divided into Blocks and each block will have a number of units. For each course of four credits, a student is required to spend 120 hours for self learning including assignment (30 marks). There will be contact and handholding Sessions at contact centre, which will be conducted by CGARD Faculty and well known experts and will be followed by final examination (70 marks). Each of the Courses and the Project Work will be evaluated for 100 marks.

Scheme of Evaluation

The evaluation system is designed to assess the student’s progress systematically though internal assessment as well as semester – end examinations. Following evaluations will be made for each course offered.
